Rob Spencer

Rob Spencer, a Senior Consultant with Burger Consulting Group, has 27 years of experience leading technology strategy and execution across ENR ranked construction and services companies, most of it in the CIO seat. He has led technology organizations inside privately held, private equity backed, and publicly traded contractors, building corporate IT, data engineering, AI systems, cloud infrastructure, and information security functions from the ground up. His focus is enterprise technology strategy, ERP modernization, and connecting technology investment to business performance.

Most recently, Rob was Chief Information Officer and Chief Administrative Officer, recruited by a private equity sponsor to build the enterprise technology organization and platform from scratch. He replaced an end-of-life ERP by selecting and integrating a best of breed platform stack, stood up cloud first infrastructure connecting distributed field crews to real-time operational data, and eliminated duplicate data entry across systems.

Rob’s AI and data work includes a patent-pending agentic AI solution that turns real-time invoice data into localized cost intelligence for estimators, improving bid accuracy and win rates, and a natural language voice application that writes field activity straight into the CRM. He has run enterprise data management programs covering master data, cross-system integration, data pipelines, and business intelligence, which is the foundation predictive analytics needs before it works.

Rob has led IT diligence and integration across 17 acquisitions and wrote the IT M&A playbook used as the standard integration framework. He also established information security functions and has built disaster recovery and business continuity programs against defined RTO and RPO targets.

A US Coast Guard veteran based in New Braunfels, Texas, Rob is also the founder of BuiltTech Strategy Group.
